Dear Member of Congress,

As one of the over a million members of MomsRising.org, I am writing to urge you to ensure that the final health bill truly makes healthcare coverage affordable for all children and families.  Specifically, the final bill should contain the following elements:

* Provide sufficiently robust subsidies to make health insurance truly affordable for women and their families. While both the House and Senate bills provide premium and cost sharing subsidies to those under 400% FPL, the House bill provides more robust assistance to those under 250% of poverty, and the Senate provides better assistance to those above. To ensure affordability protections for people of all incomes, we urge adoption of the House affordability provisions for people under 250% FPL, and adoption of the Senate affordability protections for those between 250 and 400% of poverty.

* Expand Medicaid eligibility to 150%, with access to the full range of benefits enrollees need.

* Protect all women from gender rating by applying Premium rating rules to all fully-insured groups as in the House legislation.  Both the House and the Senate include important premium rating rules that would end gender rating and health status rating, and limit age rating. However, the Senate bill would only apply those important changes to the individual and small group markets, while the House would apply those changes to all markets.

* Extend the Children's Health Insurance Program (CHIP) funding for at least two years to ensure that children can keep their CHIP coverage during a critical period when health reform is just getting off the ground.

* Create a national public health insurance option and national insurance exchange.

All these provisions are key to ensuring that health reform will truly make health insurance affordable for all families in America and that all children win from health reform.
