When Jared Lee Loughner shot Congresswoman Gabrielle Giffords and 18 other people in Tucson two years ago this month, he bought his ammunition at a Walmart. Blaec Lammers, the young Missouri man arrested last November for planning to open fire at a screening of Twilight, had purchased an AR-15 and 400 rounds of ammunition at a Walmart. In 2004, it assured U.S. Senators Charles E. Schumer and Dianne Feinstein that it would not sell assault weapons in their stores, on their websites, or through their "special-order" catalogues.  In 2008, it made a deal with Mayors Against Illegal Guns (MAIG) to adopt tougher rules for selling assault weapons. But gun sales soared after the election of President Obama, helping to turn Walmart into the largest gun retailer in the country, and Walmart never delivered what it promised.
