Big wins for families deserve a big thank you!

North Carolina has taken an important step toward making it easier for parents to care for a new child without risking their financial security.

Thanks to bipartisan leadership, the Public Workforce Modernization Act is now law! This bill modernizes and simplifies the state's human resource system. As part of that effort, it increases paid parental leave for eligible state employees, public school employees, and community college employees.

The new law increases paid parental leave to 12 weeks for eligible full-time parents, provides prorated leave for eligible part-time employees, includes adoptive and foster parents, and offers paid leave following a miscarriage or the loss of a child during birth. This expansion takes NC to the top of southern states in leave time offered to state employees!

This is a major step forward for North Carolina families, helping parents care for their children during life’s most important moments while strengthening our state’s workforce.

As a North Carolinian and MomsRising member, I am writing to thank you for your leadership in passing and signing the Public Workforce Modernization Act and, in particular, expanding paid parental leave offered by the state to its employees.

Expanding paid parental leave to 12 weeks for eligible state employees, public school employees, and community college employees is a smart investment in North Carolina’s families, workforce, and future. This new law will give more parents the time they need to welcome a new child, recover, bond as a family, and adjust to a major life transition without having to choose between caring for their loved ones and earning a paycheck.

I also appreciate that this law supports adoptive and foster families, provides prorated leave for eligible part-time employees, and recognizes the needs of families experiencing pregnancy loss or the loss of a child during birth. These improvements acknowledge the realities families face and help ensure that public employees receive the support they deserve.

Strong paid leave policies help recruit and retain talented employees, improve maternal and infant health, strengthen families, and make North Carolina a better place to live and work.

This expansion will strengthen our state government and the people it serves, allowing more moms and other caregivers to stay in the workforce, easing state government labor shortages, and boosting working families’ economic security.

Your bipartisan leadership on this issue demonstrates that when lawmakers work together, you can make a meaningful difference for working families across our state.
