Dear Lawmaker:
As one of over a million members of MomsRising, I am writing to urge you to support immediate technical corrections to HB 696 to protect healthcare coverage for pregnant immigrants and children across North Carolina.
North Carolina already has some of the worst maternal and infant health disparities in the nation. Tragically, more than 85% of pregnancy-related deaths are considered preventable. Immigrant women, particularly those who are lawfully present but face Medicaid eligibility restrictions or administrative barriers, are more likely to experience gaps in health coverage during pregnancy and the postpartum period, which can delay or disrupt access to essential care. HB 686 will create new barriers to healthcare coverage stripping Medicaid coverage from approximately 27,000 lawfully present children and pregnant moms.
We urge you to act quickly to pass technical corrections to HB 696 that:
- Reverse the removal of Medicaid coverage for approximately 27,000 lawfully residing children and pregnant women in NC
- Reverse the mandate that beneficiaries meet work requirements for 3 months before applying for Medicaid or being redetermined, and keep it at 1 month as required by HR 1 to reduce paperwork barriers to health coverage
- Reverse mandate pushing copayment to the maximum amount which increases paperwork for doctors and can be a cost barrier for patients needing care
North Carolina families deserve policies that support healthy pregnancies, healthy births, and healthy communities. We urge you to protect Medicaid coverage and take immediate action to prevent families from losing access to lifesaving care.
