SIGN: NH moms need to be in the state budget!

It’s go time in the New Hampshire legislature! Let's keep that MOMentum going!

MomsRising’s priority bills – The Child Care for New Hampshire Working Families Act and The Mom-nibus – are being built into the budget. That means the Senate Finance committee needs to keep, and fund, those bills in the state budget in order for them to become law!

The committee needs to hear that moms want to see these two priorities in the budget:

The Child Care for New Hampshire Working Families Act: a comprehensive bill that will make our child care scholarship program more accessible and affordable for families. It also invests in workforce supports to help the field with recruitment and retention. In combination, these changes will help alleviate strain on the system so we can continue to put our best foot forward as we work to address the child care crisis.

The Mom-nibus: a historic piece of legislation aimed at saving moms' lives, ending racial & ethnic maternal health disparities, and advancing birth equity. Among many great things, this bill requires Medicaid to cover full benefits for one year for pregnant and postpartum women as well as requires Medicaid coverage of donor breast milk, lactation services and doula services.

Dear Senator,

As one of thousands of MomsRising members in New Hampshire, I am writing to ask you to include critical policy changes for moms and families in the state budget as your committee works through budget deliberations.

First, we ask you to include and fully fund the provisions of SB237: The Child Care for New Hampshire Working Families Act in the budget.

Families across the state are experiencing a child care crisis unlike anything we’ve ever seen. From not being able to find quality care, waiting for a slot for upwards of a year, and costs that are out of reach for too many, families are being put in an impossible situation to choose between work and family.

This bill takes a comprehensive approach at building a stronger child care system, by making critical updates to the New Hampshire Child Care Scholarship Program to make it more accessible to families as well as much needed investments to support the child care workforce in New Hampshire.

Second, we ask that you include and fully fund all provisions of SB175: The New Hampshire Mom-nibus in the budget.

The United States is currently the most dangerous place to give birth in the developed world, with major racial disparities where Black women lose their lives at 3 to 4 times the rate of white women due to maternity-related causes, independent of age, economic background, or education, a fact that has gone unchanged for several decades, even in New Hampshire. What’s worse is a recent report from the CDC which showed that 80% of maternal deaths are preventable.

The Mom-nibus will address the maternal health crisis by investing in reducing maternal mortality through requiring Medicaid to cover full benefits for one year for pregnant and postpartum people, requiring Medicaid coverage of donor breast milk, lactation services and doula services, establishing minimum workplace supports for nursing mothers, investing in family resource centers that are working to improve maternal and child health outcomes and supporting initiatives aimed at achieving healthy outcomes for caregivers and children.

All families should have access to affordable, high-quality early care and education opportunities - and all moms deserve to go home with their babies, watch their children and families thrive and receive care that is culturally responsive and relevant to them. Together, these two pieces of legislation will have a real, measurable impact on the moms and families in your district. Thank you in advance for your support of these critical policies.
