To: Chair Mitchell and Honorable Members of the Budget Conference Committee:
On behalf of MomsRising and our 120,000 members in California, we're writing to ask you to hear the roar of California's kids: we are looking to you to make comprehensive investments in our youngest learners to give all kids a dino-mite start!
With nearly two million eligible infants and toddlers waiting to access care, an underpaid workforce that is reimbursed at a rate that does not accurately reflect the true cost of care, and facilities that need to be strengthened to meet the diverse needs of families, we are truly facing a childcare crisis. We cannot build a system that meets the diverse needs of our families without focusing on these key pieces.
As you work through Budget Conference Committee, we hope that you will prioritize the following requests:
- Child Care Spaces - Given the staggering need of the 1.8 million children who are eligible for child care but are trapped on the wait list, we urge you to make a significant investment this year in our robust mixed-delivery child care system to expand services to children and families in need.
- Reimbursement Rate Reform - We request that you adopt the Assembly’s proposal to implement Reimbursement Rate Reform. If the policy on rate reform is not adopted this year, we will not be able to implement it for another three years, due to the timing for the Regional Market Survey.
- Facilities and Workforce - We appreciate both houses adopting the Governor’s proposed funding to improve the facilities supply and strengthen the workforce for our ECE providers. In addition to these important proposals, we would request that you adopt the Assembly’s revised trailer bill language to ensure these dollars go as far as possible.
